For three years, the only way to show up inside ChatGPT was to be the answer. That changed in 2026. ChatGPT now shows paid ads, and on 16 September OpenAI opened its self-serve Ads Manager to advertisers in the UAE and Saudi Arabia. If you run marketing for a brand here, someone will ask you about it this quarter, if they have not already. Here is what ChatGPT ads actually are, what they cost, what the early performance data says, and an honest view on whether your business should spend money on them yet.
Everything below reflects the platform as of October 2026. It is changing month to month, so treat the numbers as a snapshot, not a rate card.
What ChatGPT ads are
A ChatGPT ad is a clearly labelled sponsored unit that appears below ChatGPT’s response, separate from the answer itself. If someone asks for help planning a weekend in Abu Dhabi, the answer comes first, and a relevant hotel or experience ad can sit underneath it.
A few rules define how the product works:
- Only some users see them. Ads show to logged-in adults on the Free and Go plans. Plus, Pro, Business, Enterprise and Education subscribers see no ads at all.
- Targeting is contextual. Ads are matched to the topic of the current conversation, plus general signals such as location and language. Users can turn off ad personalisation and clear the data used for it.
- Advertisers never see conversations. OpenAI’s stated principle is that chats stay private from advertisers and that it does not sell user data. You get campaign reporting, not transcripts.
- Some topics are off limits. Ads do not appear next to sensitive conversations such as health, mental health or politics, political advertising is not allowed, and accounts that are under 18 (or predicted to be) see no ads.
- Ads do not change the answer. OpenAI calls this answer independence: paying for an ad does not influence what ChatGPT recommends in its response.
That last point is the one most people miss, and it shapes the whole strategy. More on that below.
How we got here
The rollout has been fast. The key dates:
- 16 January 2026. OpenAI announced it would test ads for Free and Go users in the United States.
- February 2026. The first ads went live in the US, sold through OpenAI’s sales team at around a $60 CPM, with six-figure minimum commitments according to trade press reports.
- May 2026. A self-serve Ads Manager opened in beta to US businesses, adding cost-per-click bidding and conversion measurement through a pixel and a Conversions API.
- August 2026. Product feed campaigns arrived, letting ecommerce brands reuse the same catalogue they send to Google Shopping, along with conversion-optimised bidding and a carousel format. On 31 August, OpenAI said ChatGPT Ads had passed a $1 billion annualised revenue run rate in under 200 days, with tens of thousands of advertisers, and opened self-serve access across Europe, India and parts of the Middle East and North Africa.
- September 2026. Kuwait, Qatar, Bahrain and Oman went live first, and the UAE and Saudi Arabia followed on 16 September.
- October 2026. OpenAI announced visual ads that appear alongside images users generate, starting in the US. ChatGPT now has around 1.2 billion weekly users.
In nine months it went from an announcement to a self-serve platform you can sign up for at ads.openai.com from Dubai.
What ChatGPT ads cost
There are two ways to buy: cost per thousand impressions (CPM) and cost per click (CPC).
The pilot launched at around $60 CPM with large minimums, which kept it to big brands. Both have dropped sharply. There is no account-level minimum on self-serve, advertisers report recommended starting bids of roughly $3 to $5 per click, and CPMs have been reported as low as $25 in some categories. The practical floor is a small daily budget per campaign.
Do not read too much into those numbers yet. Pricing is set by an auction that has existed for a few months, and in the GCC for a few weeks. The useful comparison is not “is $4 a click expensive” but “what does a customer cost me here versus Google Search”, which you only learn by testing with conversion tracking in place.
How they perform so far
The most credible independent data so far comes from a Graphite report built on Similarweb panel data, published at the end of September. It measured click-through rates per ad-bearing exchange:
- Below 1% in English-speaking markets: US 0.73%, UK 0.74%, Canada 0.75%, Australia 0.67%.
- Above 1% in newer markets: Brazil 1.91%, Mexico 1.55%, Japan 1.53%, South Korea 1.21%.
There is no GCC data yet, and OpenAI itself acknowledges the platform does not have benchmarks by industry or campaign type. Two readings are fair. First, click-through rates are modest, because the person got their answer before they ever saw the ad. Second, the clicks that do happen come from someone in the middle of a specific, high-intent conversation, which is why early advertisers report conversion rates that hold up well against search. Both can be true, and your own test is the only number that matters for your business.
Ads sit beside the answer, not inside it
This is the strategic point that gets lost in the excitement. Because of answer independence, an ad buys you a slot below the response. It does not buy you a mention in the response.
Picture a founder asking ChatGPT, “what is the best payroll software for a small company in Dubai?” ChatGPT recommends three products in its answer. Your ad appears underneath. If you are not one of the three, you are paying to be the fourth option after the user has already been given three recommendations they trust more than an ad.
That makes ChatGPT ads and organic AI visibility two separate jobs:

- Being the ad is bought, and it works best when it supports what the answer already says about you, or catches the queries where no strong answer exists.
Brands that skip the first job and only buy the second are renting attention in a channel where the free placement above them carries more trust.
Should a UAE business run ChatGPT ads now?
For most businesses, the right answer is a small, controlled test rather than a budget shift. Here is how we would decide.
Test now if you are:
- An ecommerce brand with a clean product feed. Product feed campaigns are the most mature format, and you can reuse your Google Shopping catalogue with little extra work.
- A local service business with clear high-intent questions. Clinics (outside sensitive health conversations), real estate, education, home services and hospitality all field the kind of specific questions people now take to ChatGPT.
- A B2B or SaaS company whose buyers research in ChatGPT. If prospects ask ChatGPT to compare tools in your category, you want to know what an ad in that moment is worth.
Wait if you are:
- Without conversion tracking. If you cannot measure leads or sales from a click, you will learn nothing from the test. Fix tracking first.
- In a restricted category. Political advertising is banned, and ads will not appear near sensitive health or mental health conversations, so inventory will be thin.
- Targeting senior decision-makers only. Paying subscribers on Plus, Pro, Business and Enterprise see no ads. In B2B, those are often exactly the buyers you want, so your reachable audience is narrower than ChatGPT’s user count suggests.
Watch the Arabic question. OpenAI has not published GCC-specific inventory or Arabic ad format details. If a large share of your customers use ChatGPT in Arabic, test Arabic and English campaigns separately rather than assuming they will behave the same way.
How to run a first test
If you decide to test, keep it disciplined:
- Install the pixel or Conversions API before you spend anything. Measure the action that matters (a purchase, a booked call, a qualified lead), not clicks.
- Pick one offer and one audience. A single product line or service, a single market. A broad first test teaches you nothing specific.
- Write ads that continue the conversation. The person just asked a real question. An ad that answers the next question they will have outperforms a slogan.
- Set a fixed budget and a fixed window. Four weeks is a reasonable minimum to get past the learning period. Decide in advance what cost per lead or sale would make it worth scaling.
- Compare against your existing channels. Judge ChatGPT ads on cost per acquisition next to Google Search and Meta, not on click-through rate, which will look low by comparison.
- Fix the landing page first. Paid traffic into a slow or confusing page wastes money on any platform. If your Google Ads are already underperforming, the usual causes apply here too.
The short version
ChatGPT ads are real, live in the UAE, and growing quickly. They are also new, priced by a thin auction, light on benchmarks, and positioned below an answer you cannot buy. For founders, that means a small test is worth more than a big bet. For marketing managers, it means one more channel to own, measured on the same cost per acquisition as everything else.
